Great Neck is not one jurisdiction. Nine incorporated villages share the peninsula — Great Neck, Great Neck Estates, Great Neck Plaza, Kensington, Kings Point, Lake Success, Russell Gardens, Saddle Rock and Thomaston — and each runs its own building department, with its own forms and fee schedule. If your address is Great Neck Gardens, Harbor Hills, Saddle Rock Estates or University Gardens, you are unincorporated, and the Town of North Hempstead is your authority instead. No village source we could find states whether a countertop-only swap needs a permit, so call yours rather than assume. What is documented: plumbing is permitted separately in the Village of Great Neck, Lake Success, Kensington and Russell Gardens — and disconnecting a sink is plumbing. Those three villages also want contractor licence and insurance paperwork on file before a permit issues.
In Great Neck Plaza there are two approvals, not one
Great Neck Plaza is about a third of a square mile holding 4,162 housing units, and roughly 84 percent of them sit in buildings of twenty units or more; only 96 are detached houses. Many of those buildings are co-ops or condominiums, and if yours is one, your kitchen sits on two independent approval tracks: the village permit, and your building's own consent — in a co-op, under the proprietary lease. No law requires an alteration agreement at all; its terms come from your building's own documents, so they vary building by building. The New York City Bar's model form shows the kind of conditions such an agreement can impose: plans reviewed by the board's engineer, security and review deposits, copies of every contractor's contract, all permits in hand before work starts, written notice to the superintendent and managing agent, insurance naming the corporation, weekday-only hours, and liability for damage to hallways and elevators. That model names New York City agencies; here the permit authority is your village.
Work hours and slab access, village by village
Scheduling is a village-by-village problem. Lake Success permits construction on weekdays from 8:00 a.m. to 5:00 p.m. and prohibits it on Saturdays, Sundays and holidays. Great Neck Plaza allows 8:00 to 6:00 on weekdays and 9:00 to 5:00 on Saturdays with no Sunday work; it also regulates noise from interior work, and its Building Department can authorise work outside those hours in limited cases. Thomaston runs 8:00 a.m. to 8:00 p.m. on weekdays and 10:00 to 6:00 on Saturdays, with no construction on Sundays or holidays. The other five villages publish no hours we could verify — ask before you schedule. Access is its own constraint: a jumbo quartz slab measures roughly 164 by 327 centimetres, nearly eleven feet long, and at three centimetres thick weighs somewhere around 520 to 575 pounds. Great Neck Estates excludes vehicles over five tons from every street except its designated truck routes, though the code says in the same breath that this does not prevent deliveries.
An older housing stock, and the rules that come with it
The stock is old, and age carries obligations. Census estimates for 2020-2024 put the share of homes built before 1980 at roughly 70 percent in Kings Point and Saddle Rock, around 79 percent in the Village of Great Neck, Great Neck Estates and Great Neck Plaza, about 90 percent in Thomaston and about 95 percent in Russell Gardens. Anyone paid to disturb painted surfaces in a home built before 1978 must be EPA- or state-certified under the federal lead renovation rule, with a narrow exemption for work touching six square feet or less of painted surface per room. New York's asbestos rule requires a survey before renovation in buildings whose original construction began before 1 January 1974, exempting owners of one- and two-family homes who contract for the work but do not direct it. The material is your choice; these rules attach to whoever performs the work — which is a good part of why the match matters as much as the slab.
